Paul is the Co-head and Managing Director of Rothschild & Co. Johannesburg. Paul has advised on many of South Africa's largest M&A transactions, including the $3.15bn acquisition of Anheuser-Busch InBev's 54.1% in Coca-Cola Beverages Africa and the Edcon on its R26.1bn balance sheet restructuring and R2.7bn recapitalisation.

How localisation impacts investment

Manufacturing has historically been credited as a key driver of higher-value job creation and for the increase in living standards globally. In South Africa, the sector has been vital to the economy and continues to be important, even though it has become severely depressed in recent years.

Francois started his professional career at Wharton Econometric Forecasting Associates Inc., Barclays Capital and Global Insight Inc. before joining the Reserve Bank of South Africa as a financial economics advisor. He currently is serving as the Executive Director at Growth Diagnostics and a Research Fellow at GIBS Centre for African Management & Markets. Francois also serves on the British High Commission's National Steering Committee for the Southern African Customs Union and Mozambique Trade Capacity Building Programme (TCBP).

Dr Clive Vinti

Head of Research, XA International Trade Advisors
Clive Vinti is an XA International Trade Advisors associate that has a key interest in international environmental law research. He focuses primarily on sustainable development, as well as transboundary water law and international trade law. Clive’s recent research interests have inevitably traversed into the terrain of administrative law and trade policy which augment his substantive areas of interest. He has also gained an interest in competition law since his research on trade remedies and policies is intertwined with market structures and the place of the domestic manufacturing industry.

The South African Localisation series: Designation and Government procurement

Government purchasing power through public procurement contributes between 15% and 25% to GDP with a local procurement target of 75%. Consequently, “Designation” offers a huge opportunity for local businesses. Product designations to date include bus bodies – 80%, steel products and components for construction – 100% and textile, clothing, leather and footwear – 100%.

Judy Smith-Höhn

Judy is a seasoned international relations expert, having worked for research institutions, public policy think tanks and the public sector both locally and internationally. She is Research Director at Tutwa Consulting Group. Prior to joining Tutwa, she worked for Brand South Africa – a Section 3(a) public entity reporting to the Presidency – first as Research Manager, then later as General Manager: Global Markets. She’s also worked for South African and international think tanks, the South African Institute of International Affairs, the Institute for Security Studies, the Centre for Conflict Resolution in Cape Town and the GIGA Institute of African Affairs in Hamburg in Germany. She has published widely on topics ranging from security sector reform and post-conflict reconstruction, conflict analysis and early warning, to democratic transformation in South Africa and more recently focussing on economic policy, nation branding, and reputation management.
